The Jefferson Parish Politico Mafioso: A reign of uninterrupted criminal malfeasance and

Criminal Malfeasance, as defined by the Legislature and understood here in Jefferson Parish, has a dual definition:

FIRST THE LAW… apparently enacted to stay in a book and not be applied:

1) RS 14:134 SUBPART F. OFFICIAL MISCONDUCT AND CORRUPT PRACTICES

§134. Malfeasance in office

NOTE: §134 eff. until Aug. 15, 2011. See Acts 2010, No. 811, §1.

Malfeasance in office is committed when any public officer or public employee shall:

(1) Intentionally refuse or fail to perform any duty lawfully required of him, as such officer or employee; or

(2) Intentionally perform any such duty in an unlawful manner; or

(3) Knowingly permit any other public officer or public employee, under his authority, to intentionally refuse or fail to perform any duty lawfully required of him, or to perform any such duty in an unlawful manner.

Any duty lawfully required of a public officer or public employee when delegated by him to a public officer or public employee shall be deemed to be a lawful duty of such public officer or employee. The delegation of such lawful duty shall not relieve the public officer or employee of his lawful duty.

Whoever commits the crime of malfeasance in office shall be imprisoned for not more than five years with or without hard labor or shall be fined not more than five thousand dollars or both.

A. Malfeasance in office is committed when any public officer or public employee shall:

C.(1) Whoever commits the crime of malfeasance in office shall be imprisoned for not more than five years with or without hard labor or shall be fined not more than five thousand dollars, or both.

(2) In addition to the penalty provided for in Paragraph (1) of this Subsection, a person convicted of the provisions of this Section may be ordered to pay restitution to the state if the state suffered a loss as a result of the offense. Restitution shall include the payment of legal interest at the rate provided in R.S. 13:4202.

The preceding criminal code is rarely enforced; making the crime of Misprision of a Felony virtually archaic here in Jefferson Parish. Really! It’s all about cover-up and protection…think PEGGY BARTON!!!

THEN THERE’S REALITY…Politico Mafioso style:

2) Paul Connick, Jr., Jefferson Parish District Attorney

I have previously and exhaustively dealt with DA Connick’s malfesance while holding the Office of JP District Attorney as noted here and here.

However it is in the complicity of US Attorney Letten’s gate-keeping of Connick’s abject failure and refusal to investigate, and/or prosecute any of the now known principals in the ever sprawling corruption investigation labeled as the Jefferson Parish Scandals that escaped me. Make no mistake, Paul ‘Carte Blanche’ Connick, the “Don” of this Politico Mafioso, has always known the who and what about unscrupulous conduct by JP’s Political Officials. But it is Connick’s protection business to insure that his firm continues to be awarded MILLIONS OF DOLLARS PLUS for a contract of attorneys fees that is most paramount to his concern. One word – RICO.

This labyrinth of arrogance, deceit and greed defines the ‘tit for tat’ that is at the very core of this conspiratorial ensemble, THE JEFFERSON PARISH POLITICO MAFIOSO!!! In plain English, and semantics even a gumba can understand: “…you take care of me, I take care of you…I take care of you, you take care of me…” QUID PRO QUO!

Like the two former JP District Attorneys, Langridge and Mamoulides before him, Connick was bestowed with unbridled power to do, or not do, as he pleases; the political corruption spawned by such power comes in different forms. Langridge had his gambling protection business, Mamoulides had his money laundering scams, and Connick has his taxpayer paid attorneys fees. And it is these MILLIONS OF DOLLARS of ‘outside attorneys fees’ paid by campaign contributor lawyers that is the subject matter in part 3.

    Seems the JP mob looks at Brownfields as Economic development money….free to share with the “friends & family”!

  2. Hello, can the Administration tell me how the old Bennigans Restaurant at the intersection of Severn and Vets is targeted for a Brownfield’s cleanup site grant ( which appears on the cleanup map in the TP article).

    The only toxic thing I can think of is that the Bennigans site is right across from the Chehardy property upon which Whole Foods store now sits.

    I tried and could not figure it out, no results for those addresses turned up.

    If you cant find the info by the address, go to the Parish on-line web maps and look up the lot, block and subdivision information on the property and use that as your search criteria. Sometimes, the address information found on the Assessor’s web site does not match the physical address of the property.

My personal experience dealing with Jefferson Parish in an effort to get the Parish to evict from my Family’s batture property the people the Parish allowed to build on our land, notwithstanding the fact that the “builders” did not own the land, and could not prove to the Parish that they owned the land, is this: Every Parish Agency and Department, other then the Assessor and Sheriff Tax Collector, used “municiple adresses”, ie. street addresses. The Assessor and Sheriff Tax Collector use “property descriptions”. This FUCKED UP “system” is designed to confuse the Public. I hope this is helpful. Ashton O’Dwyer.

    Salvador Perino go way back in Harvey and Gretna. Lots of companies there, on Amelia Street in Gretna and on the Westbank Expressway dating to the 1950’s.

    Now, that’s not all.

    Aside from the fact that, again, these guys all seem to love to live amongst each other, there are at least two DeLimon addresses: 501 RUE ST. PETER and 204 RUE ST. PETER.

    Ok.

    Now look at this real estate transaction from the 5.14.94 TP: “Delimon Place subdivision, lot 13, square A. Margaret Laughlin and Lawrence E. Chehardy to Judy Bloch and Maurice Katz , $280,000.”

    And again 6.10.89: “Delimon Place subdivision, lot 13, square A . Lawrence E. Chehardy to Louise and Lawrence A. Chehardy, $268,000.”

    And again 8.24.91: “Delimon Place subdivision, lot 13, square A . Louise and Lawrence A. Chehardy to Margaret and Lawrence E. Chehardy, $268,000.”

    And if you look that up on the JP assessor site today, you get: “Location Description Assessment Action 0820040654 xxxxxx 204 RUE ST PETER LOT 13 SQ A DELIMON PLACE * TWNHSE 45000 ”

    {Excluding the name there because it no longer belongs to Hippo Katz, but is under someone else’s name as of around 2003}.

    BBut obviously at least at one point the domiciliary address for LCS belonged to Chehardy Jr. (Jr. had it, sold it to Sr., who sold it back to Jr.), and then he later sold that address to Hippo Katz.

  10. Roche : On my way to the Whole Food grocery store at 3420 Severn I noticed someone crudely spray painted the front of Bennigan’s Restaurant with the address numbers 3444.

    Spray painting numbers when there is no active business or mail delivered there.

    Hmmmmm. And they spay painted the numbers after we on July 5th questioned the Bennigan’s site as a qualifying Brownfield’s clean up grant site.

    Is 3444 the real address or a faux address to divert investigation of who owns such property ?

    That comes up once [6.9.90 TP] in ye olde newspaper searches:

    Board member Tom Roche said the key issue is that Krantz couldn’t be in the position she’s in today _ the largest single shareholder in Fair Grounds Corp. _ without the help of Masoni.

    GCB member Steve DuCharme added that the investigation needed to be expanded before he’d consider voting for the revenue-sharing proposal.

    Dave Johnson, attorney for the track, said he’d cooperate fully, but added that the board is asking about matters that occurred 20 years ago or longer.

    Johnson also said he’s hopeful that the plan could be considered at next month’s Control Board meeting.”

    2.23.03 BR Advocate:

    “Marie G. Krantz , a 45-year veteran of the Louisiana thoroughbred industry who was chief of the Fair Grounds racetrack for 13 years …

    Krantz helped finance the rebuilding of the Fair Grounds after a 1993 fire destroyed the New Orleans track’s World War I-era grandstand.

    She was also a horse owner and breeder, and her mare Victoria Lass won the Pan Zareta Stakes in 1967.

    Krantz began in racing in 1958 at Jefferson Downs, and +++++++++was the +++++only employee retained after Hurricane Betsy destroyed the track in 1965. She was construction manager when a new Jefferson Downs was built in Kenner, and later became its general manager.

    Krantz and her son Bryan bought the course in 1986 and later introduced off-track betting there.

    Krantz bought controlling interest of the Fair Grounds in April 1990, and was named chairman of the board. … “

  17. Today that land is the Gabriel subdivision and “Laketown” and the Treasure Chest Casino are right next door.

    Note the transition to Krantz in 1990.

    “A decade ago, Kenner’s lakefront was mostly a barren strip of silt and riprap. But with the recent groundbreaking for a new hotel and impending construction of what could be one of Jefferson Parish’s most expensive subdivisions, the area is quickly becoming a destination for people who want to get back to the lake.

    “We’d certainly like to see more people using Lake Pontchartrain, and we believe Laketown is one of the best places to do it,” said Carlton Dufrechou, executive director of the Lake Pontchartrain Basin Foundation.

    Kenner’s lakefront is attracting more attention these days because it is one of the few places in East Jefferson with room left for development, said Wade Ragas, director of a real estate research center at the University of New Orleans.

    “It’s clearly investors saying, ‘We’re confident in the future of Jefferson Parish,'” Ragas said.

    +++++++The revitalization began in 1990 when the Pontchartrain Center opened. In 1994, then-Mayor Aaron Broussard dubbed the area Laketown , and the Treasure Chest Casino docked there beside the old Williams Boulevard boat launch. The boat launch was refurbished, and two years later, with money from the casino, Kenner turned the barren West Peninsula shoreline into a neatly landscaped jetty with playgrounds, picnic pavilions and a fishing pier.

    This past week, ground was broken for a 121-room, three-story Hilton Garden Inn hotel that will be built east of the Pontchartrain Center on land leased from the city. It took Kenner officials four years to get a hotel developer to agree to build in Laketown , and it took even longer for Jefferson Downs owner Marie Krantz to decide to build a gated community, Gabriel, at the site of the former racetrack. … ”

    Boy the abstracts on those properties would probably be pretty, pretty interesting.

  18. Gate, actually looking at your question again…. Basically my guess (my *guess*) is…

    Broussard has one sibling, Gregory D. Broussard. It *looks like he and Aaron transfer what might be their half of succession/estate property to their mother, Sarah Wiggers Broussard.

    The significance of the Yennis transferring property to Gregory being reported the same day as the Rue St. Louis (Kenner) transfers? Who knows, but there it is.

    IF the disclosure address is correct and true then it would *look like Aaron is living with his mother.

    IF that’s all correct – It *looks like Gegenheimer had Aaron’s mother and at least one relative of Ed Muniz on his payroll. And if so for who knows how long or if they still are.

    And the above would indicate the Krantzes and Munizes go pretty far back. So much so that apparently Ed Muniz is/was possibly a proxy for the Krantzes.

    And are the Krantzes in business with anyone else?

    Well, who knows. If only the Times Picayune would print all the news that’s fit to print.

    Because the people would want to know, wouldn’t they?
