Yesterday’s Nunc Pro Tunc request by the administration that was related to the $13/month utility surcharge and the September 9, 2014 City Council minutes failed.

As a refresher for everyone keeping track of the doings in the Bay, the utility surcharge that was subject of the Nunc Pro Tunc request by the Administration was supposed to be used exclusively for debt service of the refunding Utility bonds the City was forced to issue in order to avert a default on Utility Fund debt payment that was due around the first of July of 2014.  The refunding bonds were issued and the surcharge dedicated to the debt payment was eventually approved by the City Council but the administration instead co-mingled the surcharge into the Enterprise Fund and misspent the surcharge on the City’s general Utility Fund operations.  With that set up, I figured now would be a good time to highlight some of Slabbed’s contemporaneous coverage of the Bay’s financial meltdown circa 2014:

The Slabbed tweet was way on the inside but Chris Young’s problems started earlier this year:

The sagest of political observers will tell you the problems really began much earlier thus the Slabbed tweet as there is a fair amount of evidence that indicates those first stories from January of this year trace back in part to Quinn, who now appears to be permanently on the outs with Brother John. Jefferson Parish DA, Sheriff covering for a former elected official alleged to have assisted auto theft ring

The lesson here folks is that is if you are young and black do not expect any mercy from the authorities for the slightest of crimes let alone participating in a major auto theft ring. If you’re one of the boys however, you need not worry about being named let alone charged. Here are a few links straight from one of the most crooked courthouses in all the land:

There are facts and then there are what is known as journalistic facts. The former is true dat while the latter is often a contrived fantasy. That said I’ll give a tip of the hat to Emily Lane of NOLA.com for using a trick that Slabbed used to identify the NOLA JD Mystery John. In chronological order two links:

On the first story commenter rosebud1 identified the driver in comments. The guy must be seriously politically connected because toxicology results come back far quicker than the NOPD is claiming and the local legal profession is beginning to agitate. Prodded by the story’s commenters to yesterday’s story, MS. Lane disclosed an hour or so ago that NOLA had reached out to a 30 year old named Jason Christopher Adams for comment on the persistent allegations he was the driver involved in the fatal crash. This is one of those situations where if the man wasn’t involved, while he certainly has the right to remain silent, he’d be a damn fool to do so. I recommend keeping an eye peeled on Emily Lane to see what they come up with at NOLA.

I normally try to keep Diamondhead off my mind….

And why is this?? Simple junior, anytime more than three residents are gathered in the same room trying to make public policy, a fight is going to break out. The third grade classes at East Hancock Elementary gets on better than the folks in Diamondhead, especially the elected officials on the POA who are the biggest bunch of self appointed blowhards to grace a Mississippi common interest realty association that I’ve personally ever experienced. Going after Michael Shaefer’s widow was particularly bad form IMHO.

All that said I’ve received several requests to cover what is going on in Diamondhead City government.  Doug Walker was around yesterday for WLOX as was Double D who is always around Diamondhead City Government. Poolman was around to fill out the peanut gallery yesterday and was quoted both in Dwayne’s piece and Doug Walker’s report.

The long and short of this is the Mayor and the City Manager/City Council are battling each other which as I pointed out above is the norm in Diamondhead. Allegations of malfeasance have been leveled and there has been much wailing and gnashing of teeth. One thing everyone agrees on is that Sam Atkins of the Performance Audit division of the State Auditors Office needs to come do a Performance Review like the one being finalized for the City of Bay St Louis, because according to Press reports (and despite the fact the City Attorney is a State Legislator), no one in the City seems able to read and comprehend the Mayor-City Manager section of the “Home Rule ” section of the Mississippi Code thus they do not know if they are doing things right. Worth mentioning is the City has been audited three times by local firms since it came into existence and the last report contained eight findings which laid out in detail the internal control problems in City government.
