The subject of my last update was “Report on the illegal action of the council in amending the campaign finance disclosure ordinance.” I talked about the WWL-TV report last Friday by Angela Hill in which she stated:

“JP Council Chairman Tom Capella called us late this afternoon. He says he met with the Parish President to talk about the proposed disclosure ordinance. Capella said that measure won’t come up at the next meeting and will be tabled at least for now.”

And I complained that despite Ms. Hill’s report that Councilman Capella said the proposed disclosure ordinance would be “tabled at least for now,” the council nevertheless voted on it. And when questioned about Ms. Hill’s report on what he said, Councilman Capella implied that WWL-TV had misunderstood what he said.

Citizens for Good Government sent an email to Mr. Capella, asking him to clarify exactly what he said to WWL-TV, and we asked him to answer some questions about what Ms. Hill reported that he said. I even included a copy of our email to Councilman Capella in the UPDATE. We have not, however, had a response yet from Councilman Capella.

We also sent an email to Angela Hill, which is included below, asking her if she could let us know exactly what Councilman Capella told WWL-TV on October 29th about the proposed campaign finance disclosure ordinance.
I received the response shown below from WWL-TV news director Chris Slaughter to my email to Angela Hill about her statements attributed to Councilman Tom Capella. WWL-TV NEWS DIRECTOR SLAUGHTER STANDS BEHIND ANGELA HILL’S STATEMENTS.

Even though the WWL-TV news report indicated that Councilman Capella was going to pull the agenda item for the proposed financial disclosure ordinance, the council proceeded to vote unanimously in favor of this ordinance. Citizens for Good Government was strongly opposed to this ordinance and a number of us spoke against it at the council meeting.

However, we relied on the WWL-TV news report that the ordinance would be tabled “for now” and we curtailed our campaign against the ordinance. We also canceled our plans to urge our members and supporters to attend the council meeting to show their opposition to it, and we were planning on providing signs against the ordinance to everyone.

We feel betrayed by our Jefferson Parish council, which proceeded to vote on the campaign finance disclosure ordinance, even though we were led to believe that the ordinance would be tabled. In addition, parliamentarian Richard Brown provided them with evidence that their vote at Wednesday’s meeting would be illegal. Instead of deferring the vote until the Parish Attorney could research Mr. Brown’s charges, the Council chose to vote anyway. This is an outrage!

  1. I may be old but I know the addage, You burn me once your fault, you burn me twice – – – – – -. You know they are unlawful, yet you allow them to lie to you and lead you astray.

    I am ashamed that really sharp law abiding folk are so easily led astray. I would have had all at the meeting prepared and when they did what they did protest in the loudest response possible – – – – – Golden silence with signs saying the impeachment is started and if that doesn’t get you the next vote surely will. Also, have one that says we will have at least one member at all meetings to monitor all you do and expose it to all!!!

    If you trust the “NEW” parish president, remember where he learned his politics and check how he voted on all issues brought before him in the past!! The snake will never die until the head is cut off!!!

  2. I saw that. They don’t care. Someone directs this whole thing and Roberts is really the guy in charge. Cappella knew he’d been caught, they all knew. Cappella didn’t care, Roberts didn’t care, they got waxed in the debate, they don’t care. This is arrogance, this is the face of corruption, the blank stare of the guilty who don’t care who knows what they do.

    Question: doesn’t the Parish President have to sign this in order for it to become law? Can Young veto it???

  3. Wayne, well, thanks for your comments…everybody has their own slant on what happened this past Wednesday at the Council meeting..

    however, just for the record, if you were at the meeting or perhaps watched the meeting on replay…CfGG did get up and we did protest this Council move to weaken the campaign contribution disclosure law.

    However, we had listened to WWL reports ( as reported by Angela Hill, WWL) several days before the meeting wherein she reported that WWL had received a phone call from Capella ( he was actually returning their initial call to him) and Capella told Hill that he had talked with the Parish President and the intent was to table for now this initiative to take a vote in the Nov 3rd Council meeting to weaken the campaign contribution disclosure law. We ( GfGG) had already started a campaign to email, call, or write our respective Council members to ask them to back down on this initiative to weaken campaign disclosure.

    The Council went ahead and voted on the issue this past Wednesday in spite of at least 6/7 people getting up and speaking out against Item 54 of the Nov 3rd Council agenda, SUMMARY NO 23123 ( which essentially read amending Chapter 23 of the Code Article V re-adopting or repealing Section 23-123-1, relative to campaign finanicial information) .

    Capella knew he had been caught in a lie but lied about it anyway. As telemachus mentioned in his above post, they simply don’t care anymore what anybody thinks..that’s how arrogant they are. None of them ( guess it’s too early to make a call on Ms. Hollis) but none of them give a rat’s behind about J.P. taxpayers other than they want you to pay your parish taxes for sure.

    As far as signs are concerned, CfGG has used signs in the Chamber before on other issues and we will continue to use them as necessary in making our point.

    And, just for the record, there are at least 3/4 of us from CfGG at EVERY Jefferson Parish Council meeting..and the results of important issues from those meetings are disseminated via email mode to our members subsequent to those meetings.

    So, anyway, not trying to call you out..but guess I wanted you to know how this whole issue played itself out.

    and, we surely needed the JPcleanupcrew after this Council meeting…cause it sure got stinky in the Chamber seeing the Council pull more of their shenanigans.

  4. I have said and I am going to say this over and over again and again: These Ladies need legal help and they need it now ! How much more does anyone need to see and hear to get embarassed by their not helping the cause ? Until some lawyer and/or lawyers in Jefferson Parish become insensed at seeing these fearless and wonderful Ladies get spit upon by this pile of garbage this abuse will continue as it has in the past; they will continue spewing their contempt and displaying a degee of arrogance that is way beyond the pale of civility !

    In Jefferson Parish corrupt politicians wantonly thrive. Why? they have had the protection of by those who along with them profit from this organized racketeering of quid pro quo. NO CONSEQUENCES, NO REPECT !

    Do ya’ll understand NOW why CONNICK is so evil…he protects this hoard of despicable despots so his private law firm can profit…and spits on his oath of office…it is the office of the District Attorney that should be at the forefront protecting these Ladies and advancing the cause of reform.

    The liar Capella will be JP Assessor and they know it no matter what is written or said. There is absolutely not one Elected or Appointed Public Official who will do any thing about it. There is absolutely no one from the business community that will come forward; they profit from this corruption and themselves are part of it. There is absolutely not one prominent citizen concerned with the public good that will voice their concerns because JP has none !

    And if your hope was that Letten or the Federal Government would act, forget it. They do not investigate or prosecute WHITE Jefferson Parish Public Officials and their crony contractor campaign contributors. PERIOD.

    And that is why Butch Ward’s mini-me Sissy Roberts can can comfortably sit on his toilet beginning at 5 am, click his favorite site, YouPorn, and continue to be the jerk he is withut ever cumming to ever realize how small he is!

  5. BunHare I’m glad to be called out that’s how I know I’m alive. I would like to become part of your mission and do what I can, but very bad knees keep me mostly home.

    As for legal help, where? The Judicial system & many lawyers seem to be the cause of the mess the Parish, state & nation are in. Find a lawyer of good morals compounds when you also need a local, state and possibly a supreme court justice all to be of like character.

    We need to vote these lovely representatives out and start fresh with the principals this nation was founded upon! One Nation under God! If we don’t get back there soon there may never be another chance.

    This corruption goes a long way back, but the worse is when it affects your safety, life and property. The biggest lie they keep telling is that they constructed the LP&VHPP to keep us safe from flooding!! Since 1965 when it was approved both the COE & the Local Sponsors have never followed 33 CFR 208.10 or any of the DoA’s Engineering Manulas or Regulations that would have kept us all safe from Katrina. Sad story they keep lauding all the COE is doing to improve that project. Do you realize that they are getting paid twice to do what they did wrong and still they do not have it right? The recent articles in the TP by Shellia G are a prime example!!

  6. Aaron Broussard is not the only one that is to blame for what happened after Katrina, and the present council is not either. The voters who support this corruption are to blame because they are content with status quo and do not have the moral gumption to demonstrate vocally or in mass by removal petitions to remove this pigs pen group from where they are.

    Sounds like a good time to start the coals for the roasting of the pigs. This is the same council on various occasions have granted permits to individuals without proof of land ownership to build, repair or enlarge camps [homes] on the batture which is owned and proof of ownership is held by others through tax records since 1945.

    By the way these individuals have also sold some of this property to LP&L for a river crossing tower again without title and made in excess of $36,000 in so doing! Now that is corruption of the council way beyond their authority!!! This is supported apparently by State & Federal Offices that are also needed to grant these permits.

    Jefferson Parish, Louisiana, Code of Ordinances >> PART II – CODE OF ORDINANCES >> Chapter 1 – GENERAL PROVISIONS >>

    Chapter 1 – GENERAL PROVISIONS

    Sec. 1-6.5. – Veto and veto override.

    (a)
    Ordinances vetoed by the president shall be submitted to the council by the parish clerk no later than the next regular meeting held after publication of the veto statement. The parish clerk shall notify the council, as a body, at its next regular meeting by placing the president’s veto statement in the “reports and notices” portion of the council agenda for that meeting; if the veto statement is received after the publication of the agenda, the parish clerk shall notify the council by hand deliver and oral notification during the “reports and notices” portion of the council agenda. In addition, the parish clerk shall forward a copy of the veto statement to each individual council member.
    (b)
    Any council member may request the parish clerk to have the vetoed ordinance placed on the “veto override” portion of the council meeting agenda for either the first or second regular council meeting following receipt of the veto statement. The vetoed ordinance, identified by its original summary number, shall be placed on the agenda when so requested.
    (c)
    The motion to override the ordinance shall be the only matter for council consideration. There shall be no amendments or substitutions to the original ordinance as adopted and vetoed. If the motion to override the veto of the ordinance receives a favorable vote of at least two-thirds (2/3) of the council’s authorized membership, said ordinance shall be considered finally enacted and become law irrespective of the veto by the president. No public hearing is required on the council’s veto override action.

  8. ‘Gate..the only hope is some indictments will come down..but, I too, am beginning to think Letten just doesn’t care and isn’t going to do anything but just sit on this and hope it all blows over and people like us will just go away…

    Certainly your comments on Connick are spot on. He is useless and is perhaps the most corrupt of any of them..

    Unless some of these worthless pigs get indicted and go away…this whole thing could blow over sometime next year…and by then, you’ve got a jury rigged Assesser appointed and Young will be set for another 4 year term…new wanna be thugs & thiefs will start making their run for Council seats…with a couple of retreads thrown in for good measure..

    And, after a year or so of hope by Jefferson Parish sheeple that things might change…well, it will just back to business as usual in Jefferson Parish but with just a new set of crooks messed in with the ole crooks…and nothing changes…the crooks get richer and the J.P. sheeple continue to get the shaft…

  9. Do you think that is why WWL cut Chris loose? Was he fired because of some pressure on BELO from others for not withdrawing the comments made by Angela Hill? Hard to imagine that even Bud Brown would be so loony as to get rid of such a respected newsman.
